Child abuse and neglect cases filed in Indiana courts have increased 97.4 percent in the last 10 years. Data recently released by the Indiana Office of Court Services show 17,491 Child in Need of Services (CHINS) cases were opened in the state’s 92 counties during 2015, up from 8,861 CHINS filings in 2006.

DE: Delaware gets a ‘B’ for child sex trafficking response

Shared Hope International gave Delaware an overall B grade for its domestic minor sex trafficking laws. This is a major improvement from its 2011 D grade-but some improvements should be made to ensure the protection of children who are commercially sexually exploited, the organization reports in its Protected Innocence Challenge.

There’s a shortage of foster families in Georgia and in Coweta, and some see church involvement as one solution. Coweta has just 18 foster homes through the Georgia Division of Family and Children’s Services. Of that number, 16 are full-time; the other two provide respite care for other foster parents. At the end of September, there were 129 Coweta children in the foster care system. Because there aren’t enough local foster families, some Coweta children have to be placed in other counties – sometimes hours away – or in group homes.

KY: New policies aid in serving child victims of human trafficking

The department’s latest report issued Nov. 1 shows that modern-day slave trading of children in Kentucky has increased every year since the state began tracking incidents in 2013. Through Sept. 30, the state noted 169 incidents of human trafficking involving 208 victims. The number of incidents reported in 2013 was 40; in 2014 the number was 57; and 99 incidents were reported in 2015. The number of reported victims from 2013 through Sept. 30 is 447.

The Louisiana Department of Children and Family Services finds Louisiana’s rate of newborns born with drugs and alcohol in their system has tripled over the last 8 years. Regional Administrator for Child Welfare, Denise Evans, says more than 1,500 babies were born exposed to drugs or alcohol in 2015.

Child-welfare agencies need to focus on helping foster parents meet the needs of the children in their care, according to new research from The Annie E. Casey Foundation. For a child, placement in foster care often is one more trauma in an already troubled life. The report said agencies need to develop strong relationships with foster parents to help them meet that child’s needs.

According to Lauer, more than $100,000 has already been spent on overtime to manage the F&CS caseload. This doesn’t include comp time that’s been banked on top of that. To give perspective, back in 2013, this department paid out a yearly total of $42,215 in overtime.

Nine additional judgeships were added to the New York City Family Court system in 2015, increasing the total number of judges in the city from 47 to 56. This was part of a 2014 bill passed in the New York State Senate to establish 25 new Family Court judgeships in the state, allocating $5 million in funding.
OH: Suspected missing funds leads to search warrant at Troy foster care center

The city of Troy Police Department served a search warrant at the office of Isaiah’s Place, a foster parent training organization, on Wednesday. The warrant seized computer and financial records related to suspected theft or misappropriation of funds in excess of $100,000, he said.

Charges in 15 cases with a total of 20 defendants accused of crimes against children were filed in Tulsa County District Court on the Tuesday and Wednesday before Thanksgiving. “It is a difficult decision but one which, due to inadequate legal and ethical safeguards for adoption in that country, was deemed imperative,” a statement form the French Foreign Affairs Ministry read. France added that even though it took into account the legitimate expectations of families wishing to adopt, it also had a duty to “as a matter of priority, ensure the best interests of the children concerned and comply with its international obligations under the Hague Convention.”
