One of the biggest sessions at the American Public Human Services Association’s Information Systems Management Conference this year was California’s showcase of its move to agile development and modular procurement approaches to its new Child Welfare System. The feds are getting impatient with states’ efforts at connecting systems and providing a more holistic view of a person and/or a family – and the federal government is backing up its guidance with technology funding parameters. Although the federal wave seems to be confined to one department at the moment (in terms of strongly worded advice), there are plenty of signals that suggest more is to come.

State Assemblywoman Blanca Rubio, D-Baldwin Park, has been appointed as the first Latina chair of the Assembly’s human services committee, her office announced Tuesday. Adoption advocates are calling on Hoosiers to foster children as Indiana battles yet another symptom of the opioid epidemic. The Villages of Indiana reports a surge in children being pulled from homes where parents are addicted to drugs. As a result, they are running out of good foster homes.

The state of Mississippi is stepping up its effort to remind people of a very important law. The safe haven law allows mothers to “leave their baby, up to 3 days old, with an employee at any emergency medical provider, hospital emergency room or a licensed adoption agency”.

PA: Abused, neglected children often lack safety net of mandatory reporters

PennLive – December 28, 2016

Cathleen Palm, founder of The Center for Children’s Justice, points out that in spite of the systems in place, there is an added level of vulnerability that comes with very young children. Mandated reporters – professionals such as teachers and doctors who work with children – are by law required to report suspected abuse, but very young children may not have that connection.

In a study published this week in the American Journal of Public Health, we and our colleagues compared the level and type of childhood adversity experienced by boys and girls exploited in human trafficking to the childhood adversity experienced by similar boys and girls of the same race/ethnicity, household income level, and from the same locality. This study was the first to examine the childhood histories of over 900 girls and boys detained by the Florida juvenile justice system who had each been the subject of an official abuse report and child protective investigation related to human trafficking.

This week, the State Fatality Prevention Team approved the creation of a committee co-led by NC Child to take the first steps toward studying paid leave insurance programs. Michelle Hughes, executive director at NC Child, said the decision comes after medical professionals noticed something while reviewing 40 child deaths last year. “They noticed there seems to be a link between the lack of access to safe, quality child care and child deaths,” Hughes said. “And paid family leave is a huge solution for many families.”
